Handicap International-Humanity & Inclusion (HI) has been working in Bangladesh since 1997, focusing on creating sustainable changes to ensure the rights and inclusion of people with disabilities in society.

HI is currently looking for an Accountant Controller for its “Finance Department.”

Job Location: Dhaka

Under the supervision of the Country Finance Manager, the Accountant Controller function is the breaking up of the accounts management skill of the Finance Manager, which he/she takes full responsibility for the integration, revision, correction, consolidation, and validation of the accounts. He or she is also responsible for ensuring that supporting documents are archived and accounting standards are met.

The Accountant Controller manages the accounts with an eye on integrating, evaluating, fixing, consolidating, and verifying financial data. This function also guarantees correct preservation of supporting records and accounting standards compliance. Strengthening financial management and compliance inside the Handicap International Bangladesh Program depends much on the Accountant Controller. He or she guarantees the integrity, precision, and dependability of financial records, so helping the Country Finance Manager to preserve open and responsible financial operations.

The responsibility is rigorous adherence to Handicap International's financial policies, donor rules, and international accounting guidelines. The Accountant Controller also supervises the preservation and arrangement of financial records, therefore guaranteeing compliance with internal control policies, audit criteria, and local laws (NGOAB). Reiterating the organization's dedication to financial excellence and responsibility, the Accountant Controller also supports process enhancements, financial reporting, and risk management.

Responsibilities:

Mission 1: Strategy and steering

  • Produces, compiles and analyses accounting indicators and creates additional indicators, if required.
  • Is in charge of the assessment, mitigation and treatment of accounting risks.
  • Reports on incidents and their treatment to his or her line manager and functional managers.
  • Leads the accountant capacity assessment of local partners and the resulting capacity building plans.

Mission 2: Standards and expertise

  • Directs the deployment and monitors compliance with all of HI’s accounting policies, processes and tools within his or her scope of responsibility and, if necessary, develops specific accounting tools overseen by his or her line and functional management.
  • Directs and controls HI's compliance with the legal framework of the country or countries of intervention and monitors changes in standards and case law and in the practices of other stakeholders working in the accounting field.
  • Ensures the presentation of the accounts in accordance with the legislation in force in his or her geographical area.
  • Ensures compliance with the General Data Protection Regulation (GDPR).
  • Ensures the publication and updating of accounting documents in the dedicated workspaces.
  • Overseas internal control in his or her area of responsibility, as well as any necessary corrective actions.

Mission 3: Operational implementation 

Responsibility 1: Ensures accounts management

  • Is the focal person on accounting issues.
  • Ensures the accuracy and updating of accounts information and coordinates the process of reporting and compiling accounts information in accordance with the financial calendar.
  • Directs the development of all accounting processes under his or her responsibility, ensuring their compliance with the accounting reference framework (procedures, tools) and their incorporation into of the accounting Information System (IS).
  • Consolidates, checks and validates all entries and documents for the closing of accounts (monthly and annual), in particular bank reconciliations, justifications of payable and receivable accounts and the monitoring of fixed assets.
  • Ensures that applications for Value Added Tax (VAT) exemptions are filed and checks the declarations submitted to the authorities. 
  • Represents HI externally with the Statutory Auditors and/or authorities in charge of accounting and tax matters.
  • Ensures implementation of and compliance with procedure for archiving supporting documents, in particular by ensuring the quality of paper and digital supporting documents, and sends supporting documents (paper and digital format) to their final storage locations.
  • Provides the supporting documents asked for by internal or external auditors.

Responsibility 2. Financial Systems & Process Enhancement

  • Synthesize accounting packages (Navision and BFF) to facilitate adequate finance recording.
  • Maintain standard accounting practices, records, documentation, and computer entries.
  • Install automation aspects of the features of more refined reporting.

Responsibility 3. Financial Compliances including Internal & External Audits 

  • Ensure compliance with Bangladesh financial laws, e.g., taxation (AIT, VAT), labor laws, and statutory compliance.
  • Support half-yearly and yearend finance closing, ensuring accurate finance records.
  • Establish and monitor internal finance controls to prevent fraud and ensure transparency.
  • Support CFM in adhering to compliance with Bangladesh NGO Affairs Bureau (NGOAB) regulations, including preparation and sending on time FD-6, FD-7, FD-2, and FD-3 documents.
  • Carry out financial transactions in accordance with GAAP, IFRS, or IPSAS accounting standards.
  • Maintain proper financial records for internal, external, and donor audits.
  • Keep supporting records and finance documentation in archives to enable auditing.
  • Support CFM in audit responses and implement corrective actions.

Responsibility 4: Treasury, Cash Flow & Fund Management Support 

  • Support CFM by ensuring sufficient funds for program activities through cash flow forecast tracking.
  • Process payments, fund transfers, and bank transactions as per NGOAB and donor policy.
  • Ensure correct and timely bank reconciliations.
  • Support CFM by ensuring maximum utilization of funds through efficient treasury management.
  • Ensure timely disbursement of funds to partners and field offices.

Responsibility 5; Capacity Building & Financial Integrity

  • Provide mentoring and guidance to the accounting staff (Accountants, Accounts Assistant) to meet high-performance standards.
  • Develop and execute training on accounting policies, donor compliance, and accounting best practices.
  • Foster a culture of accountability, ethics, and transparency in financial management.
  • Act as a key accounting advisor to the senior management, providing insights for strategic decisions

Responsibility 6 : Participating in the recruitment 

  • Support the CFM and contribute to the drafting of accountants’ job descriptions. 
  • Participate in recruitment interviews to validate the selected 

Mission 4: Profession facilitation

  • Puts in place and monitors the elements of his or her profession that fall within his or her area of responsibility: dissemination, use and contribution to revisions of standards, monitoring of recommendations for the skills development of the teams, etc.
  • Coordinates professional facilitation in his or her area of responsibility, fosters a team spirit and ensures the inclusion of all team members by encouraging regular contributions, especially through practice-sharing.
  • Develops a pool of local talent.

Mission 5: Emergency preparedness and response

  • Leads the emergency preparedness actions in his/her department and, in case of emergency, reorganizes the priorities of his/her team according to the humanitarian imperative, to ensure HI’s quick and efficient response.

Educational Requirements:

  • Bachelor’s degree in business administration, Business Studies, Commerce, Accounting, Finance, Economics, or any relevant discipline. Preferable – Master’s degree in a relevant field.   • Experience with Financial Information Systems (FIS) management of multi-donor and multi-currency funds.
  • Business Intelligence (BI) tools for data analysis and decision-making.
  • Strong problem-solving skills in technical and financial matters.
  • Able to work in multicultural, team-oriented environments.
  • Good interpersonal and communication skills.
  • Able to work independently with minimal supervision.
