Job Context:

HI is looking for an ADTWG Coordinator under the Refugee Coordination Platform (RCP) and Handicap International—Humanity & Inclusion funded by an “Anticipated Project."

Job Grade and Level: A1 (Equivalent to the Technical Specialist).

The ADTWG Coordinator will be based at the Inter Refugee Coordination Platform (RCP) Secretariat, which was established in 2017 in Cox's Bazar to facilitate an effective, efficient, and coordinated humanitarian response to the needs of Rohingya refugees and affected host communities in Cox's Bazar District. In line with the revised coordination structure that entered into effect in January 2023, the RCP is also responsible for coordinating and ensuring that cross-cutting issues, including age and disability, are mainstreamed in the refugee response and across sectors. Through the systematic application of an Age, Gender, and Diversity (AGD) approach, humanitarian actors seek to ensure that all individuals, including women, men, girls, boys, older persons, and persons with disabilities in affected communities, have equal access to their rights.

Under the supervision of the operations manager of Handicap International and principal coordinator of RCP (if needed), the ADTWG coordinator supports the mainstreaming of age and diversity responses across the sectors and in all aspects of the refugee response. The incumbent must demonstrate the ability to navigate sensitive political contexts and work collaboratively with actors in the response and have excellent coordination and communication skills. The incumbent is expected to have good knowledge of community-based protection; protection methodologies (including disability inclusion, child protection, and gender-based violence); and other AGD policies.

Responsibilities:

  • Support the Refugee Coordination Platform of Age and Diversity issues through relevant working groups and task teams.
  • Support regular coordination with the sectors, UN agencies, I/NGOs, and government partners.
  • Support the team’s initiatives on strengthening the focus on age and diversity through various platforms and meetings.
  • Support with ensuring joint assessments, joint preparedness planning and action, as well as dissemination of guiding documents and standards.
  • Support the enforcement of participatory age and diversity-sensitive analysis and integration/implementation of age and diversity policies in the humanitarian program cycle, e.g., the Joint Response Plan.
  • Assist regular assessments to review risks in the humanitarian response with an age and diversity perspective to identify key gaps in response.
  • Assist Sectors with technical support for planning and monitoring of inclusive programs.
  • Assist the team with capacity-building initiatives designed for the sectors and partner organizations
  • Support with regular communication with other cross-cutting teams at the RCP, including the Gender in Humanitarian Action (GiHA) team, the PSEA Network, and Accountability for Affected Populations (AAP).
  • Perform other related duties as required.

Educational Requirements:

  • Master's Degree in Disability Studies, Development Studies and Social Science or relevant field. Kindly refrain from applying if you do not meet the academic qualifications specified in the job advertisement.

  • At least 05 years of working experience in disability inclusion and response in relevant thematic areas, preferably in development and humanitarian contexts.
  • Experience working in the Rohingya Response will be considered an added benefit.
  • Strong working knowledge of the humanitarian coordination system and humanitarian architecture and experience working with partners and other international stakeholders (UN, INGOs).
  • Experience in coordination teams or platforms will be considered an added benefit.
  • Strong interpersonal and representation skills and previous experience of networking with other organizations involved in disability.
  • Protection and inclusion background, including experience in inclusion of at-risk groups, ideally in a humanitarian context—persons with disabilities and older people.
  • Knowledge / understanding of the rights and associated inclusion standards of persons with disabilities or other at-risk groups and their challenges in a humanitarian/development context is highly desirable.
  • Working and/or living experience with persons with disabilities and strong knowledge of disability, inclusion, and development issues in Bangladesh.
  • Computer knowledge (MS Office package—both in English and Bangla).
  • Excellent communication skills in both verbal and written Bangla and English. Proven analytical and planning skills.
  • Ability to work under pressure and in a multicultural team environment.
  • Availability to travel to remote areas and spend time at the field level.
  • Ability to work both independently and within a team.
