Job Context:

HI is looking for a Senior MEAL Officer for its Anticipated DFAT Funded Project" under the MEAL Department with Handicap International—Humanity & Inclusion.

Job Grade and Level: A2 (Equivalent to the MEAL Supervisor)

Duration of the Contract: Tentatively 03 May 2026 to 31 December 2028.

Line Manager: Regional MEAL Manager

The Senior MEAL Officer having a supervisor role is under the MEAL unit supporting the Regional MEAL Manager for the Bangladesh Rohingya response program.  The Senior MEAL Officer will have a key role in ensuring compliance with Project Quality Policy and Project Management Guidelines and tools. 

Responsibilities:

Mission 1: Strategy and steering

  • Contributes to defining the MEAL and Information Management action plan, implements this action plan, and then monitors it
  • In close collaboration with the Programme / Regional MEAL Manager and the project managers, ensures the implementation of systems for monitoring, data collection, information management, evaluation, accountability to affected populations, learning, and knowledge management that are adapted to the intervention context and enable compliance with HI standards.
  • Forward to the Programme / Regional MEAL manager any information or difficulties that could help to improve these systems.
  • Helps drive the performance of the ME AL department.
  • Participates in strengthening the MEAL/IM skills of partners

Mission 2: Operational implementation

Responsibility 1: Supports project managers and partners to implement the minimum project management processes described in PME (Planning, Monitoring & Evaluation) policy and guidelines

  • Trains and accompanies project managers in the PME methodology guidelines and their application to the program.
  • Ensures the proper planning and implementation of essential project management processes on each project.

Responsibility 2: Is responsible for setting up systems for monitoring outcomes and for ensuring compliance with methodological standards when conducting surveys

  • Ensures the systematic drafting of monitoring plans and the regular monitoring of project indicators;
  • Provides project managers and partners with technical support and trains project teams and surveyors in monitoring methods and conducting surveys. Supports the design of questionnaires and survey protocols;
  • According to the needs and monitoring plans, it contributes to certain surveys or monitoring activities through supervision or direct implementation.

Responsibility 3: If there is no Database Officer in the area/country, they are responsible for the implementation of the data and management systems defined at the program level.

  • Develops databases as required and ensures the recording and processing of data for the surveys implemented.
  • Contributes to the compilation of needs for data analyses and to the creation of dashboards;
  • Ensures access to relevant internal and external operational information for all staff.

Responsibility 4: Is responsible for compliance with the HI standards applicable to project evaluations

  • Ensures that evaluation activities are carried out, including annual self-evaluations and follow-up to internal evaluations;
  • Ensures that feedback sessions on the findings of evaluations are held with the beneficiaries and other stakeholders in the projects.

Responsibility 5: Is responsible for the application of the mechanisms defined by the Programme / Regional MEAL manager to provide accountability to affected populations

  • Helps to define population accountability mechanisms and is responsible for the facilitation of these mechanisms.
  • Provides regular feedback to the Programme / Regional MEAL manager on the accountability mechanisms in place to enable the continuous improvement of interventions.

Responsibility 6: Contributes to learning and the continuous improvement of HI’s interventions.

  • Is responsible for implementing processes and methods for collecting, analyzing, modelling, and owningthe knowledge produced, following the frameworks defined by the Programme / Regional MEAL manager. 
  • Contributes to the analysis of the information collected and the knowledge produced to strengthen collective learning; 
  • Ensures the sharing of knowledge produced internally on the program and more broadly at the organization level by using the HI Library.

Responsibility 7: Contributes to the external representation and promotion of HI’s MEAL expertise.

  • Represents HI’s MEAL and IM expertise in all relevant networks in his or her geographical area of intervention.

Responsibility 8: Supervision of the M&E Officers of the emergency program implemented in Cox’s Bazar 

  • Responsible for embedding HI’s values daily 
  • Organizes the operational management of his or her team, structures the work around identified processes, steers performance, and facilitates the resolution of problems.
  • Understands the strategy, makes it explicit, translates it into operational objectives for his or her team, and leads the necessary changes. Gives meaning to each management action. Encourages inter- and intra-departmental exchanges of practice. Encourages innovation and risk-taking
  • Contributes to the development of his or her staff, creating the conditions for their commitment, professionalism, and attachment to HI. Ensures compliance with the code of conduct of institutional policies, the state of mind, and the expected individual and collective behavior.

Mission 3: Emergency preparedness and response

  • Contributes to the program’s emergency preparedness actions and, in an emergency, adapts his or her working methods to contribute to an effective humanitarian approach by HI.

Educational Requirements:

  • Bachelor's Degree in Statistics / Humanitarian Aid / Development studies, or any relevant areas of Social Science Disciplines. Preferably – Master's Degree in a relevant field. Kindly refrain from applying if you do not meet the academic qualifications specified in the job advertisement.

  • At least 05 years of similar Professional (MEAL) experience in the humanitarian /development context.
  • At least 05 years of work experience in project monitoring and evaluation, preferably with an INGO in the humanitarian and development field.
  • Demonstrated skills in planning, implementation, monitoring, organizing, analyzing, and reporting under HI thematic areas like MHPSS, SRHR, Functional Rehabilitation, Inclusive Education and Economic Services, Protection and Risk Reduction, including Protection against Violence; 
  • Languages: English, Bangla, Chittagonian
  • IT skills: Excellent knowledge of relevant software: MS Office package (Excel, Access, Word, Outlook), Mobile data collection tools, GIS tools, database development, and management. 
  • Data Analysis: Quantitative and Qualitative data analysis with Excel, SPSS, R, GIS, Power BI, NVivo, etc.  
  • Excellent writing skills: both Bangla and English 
  • Personal qualities: Willingness, ability to perform fieldwork and work under pressure, takes initiative
  • Reliable, honest, very good organization, resistant to stress, good interpersonal skills (communication), team player
