Job Context:

Handicap International-Humanity & Inclusion (HI) has been working in Bangladesh since 1997, focusing on creating sustainable changes to ensure the rights and inclusion of people with disabilities in society.

HI is currently looking for a MEAL Officer

Location: Kurigram

Type of Contract: Fixed-Term

Duration of the Contract: Up to 31st Decemeber 2025

Line Manager: Regional MEAL Manager

Under the supervision of Regional MEAL Manager the incumbent MEAL Officer will participate in and ensure the quality of the project and monitor data at all stages of data management (tool design, survey coding, collection, entry, cleaning, sharing, archiving, reporting writing, and dissemination of findings) to ensure and facilitate effective decision making and reporting. The MEAL Officer will be responsible for implementing the MEAL activities on the project(s) to which s/he is assigned, as defined in the MEAL and IM system framework established by the Regional MEAL Manager.

Responsibilities:

Missions / Responsibilities Mission 1:

Operational implementation Responsibility 1: Is responsible for the collection of field data for monitoring & evaluation surveys

  • Contributes to the creation, translation, and validation of data collection tools;
  • Helps define the schedule and means required for the implementation of monitoring and evaluation activities;
  • Takes part in the selection and training of the community or daily workers contributing to the quantitative and qualitative surveys;
  • Ensures the effective collection of the information necessary for the success of monitoring & evaluation activities;
  • Ensures the obstacles to field activities are identified and passes this information on to his or her line manager;
  • Takes part in presenting the findings of surveys; Responsibility 2: Participate in project evaluation and self-evaluation activities.
  • Contributes at least once a year to project self-evaluations led by the project managers; • Contributes to project evaluations led by internal or external evaluators;

Responsibility 3: Transmits relevant monitoring information to the program’s information system 

  • Monitoring/Track project indicators, updating the indicators, and updating the MEAL Plan, doing analysis, and sharing every month.
  • Complies with the procedures for transmitting collected information, as described by the program’s information management system;
  • Writes regular reports on the monitoring and evaluation of the activities conducted; • Regularly evaluates the work done and suggests improvements Responsibility 4: Data Management • Contributes to design tools and methodologies;
  • Develop tools in SurveyCTO / Kobo, data cleaning, analysis, and interpretation;
  • Continuous and regular Data quality Assessment by spot check and triangulations;
  • Participate in the direct collection or manage the collection of quantitative and qualitative monitoring data as needed (conducting surveys, focus group discussions, key informant interviews, observational monitoring, etc.).
  • Contributes to an archive of key project documents

Responsibility 5: Accountability and Learning Sensitize staff to capture lessons learning, and best practices;

  • Participate in project reviews;
  • Train staff on the project MEAL system.
  • Sensitize volunteers on Accountability Framework;
  • Collect, collate, analyze, and report Complaints and Feedback from the community;

Responsibility 6: Contributes to representing HI in the communities

  • Contributes to providing feedback on the results of monitoring & evaluation activities to the populations and partners;
  • As part of his or her tasks, represents HI with the population and partners, respecting the organization’s values and maintaining cordial, positive, and close working relations Mission 2: Emergency preparedness and response.
  • Contributes to the program’s emergency preparedness actions and, in an emergency, adapts his or her working methods to contribute to an effective humanitarian approach by HI 

Educational Requirements:

  • Bachelor's Degree in Statistics / Humanitarian Aid / Development studies, or any relevant areas of Social Science Disciplines. • Preferable – Master's Degree in a relevant field. Experience:

  • At least 2 years of experience in MEAL preferably in development and humanitarian context.

Other Desirable Requirements:

  • Candidate must have  a valid motorcycle driving license, as the position needs to vist the field frequently. The fields include remote areas, and Chars.

  • Working experience in education-based humanitarian and development projects will be an added advantage.
  • Experience in project monitoring, evaluation, information management, and research with an I/NGO in the humanitarian / emergency and development field.
  • Demonstrated skills in planning, implementation, monitoring, organizing, analyzing, and report writing preferably in any HI thematic areas like MHPSS, SRHR, Functional Rehabilitation, Inclusive Education and Economic Services, Protection and Risk Reduction including Protection against Violence.
  • Languages: Oral and written communication skills in English, Bangla.
  • IT skills: Proficient knowledge of relevant software: MS Office package (Excel, Access, Word, PowerPoint, Outlook), Mobile data collection tools (SurveyCTO), and other database programs.
  • Data Analysis: Quantitative and qualitative data analysis, preferably SPSS, R, GIS, PowerBI, NViVO, etc. Familiar with and abide by the NGO/Red Cross Code of Conduct, the People in Aid Code, HAP, and Core Humanitarian Standards (CHS).
  • Personal qualities: Work in a team approach, Willing to take on additional responsibilities, work under pressure, and take initiative.
