Missions/responsibilities (*)
Mission 1: Management
- Manager as a role model: embody HI's values daily and be a role model.
- Manager as a coach for meaning: understand the strategy, make it explicit, translate it into operational objectives for his or her team, and lead the necessary changes. Give meaning to each management action. Encourage inter- and intra-departmental exchanges of practice. Encourage innovation and risk-taking.
- Operational manager: organize the operational management of his or her team, structure the work around identified processes, steer performance, and facilitate the resolution of problems.
- First HR & Coach: contribute to the development of his or her staff, creating the conditions for their commitment, professionalism, and attachment to HI. Ensure compliance with the code of conduct and institutional policies, the mindset, and expected individual and collective behavior.
- Provide leadership and direction to the inclusive education team, ensuring clarity of roles, priorities, expected outputs, and quality standards.
- Ensure regular operational support, coaching, mentoring, and performance follow-up of inclusive education officers and other team members.
- Promote teamwork, knowledge sharing, and learning within the inclusive education team and with relevant technical and support teams.
- Ensure that team members understand and apply HI technical standards, safeguarding, PSEA, Code of Conduct, accountability, and other relevant institutional policies.
- Ensure effective workload planning and deployment of team members across targeted locations in line with project priorities, operational requirements, and security considerations.
Mission 2: Operational implementation
Responsibility 1: Contribute to project planning and implementation in line with the existing frameworks
- Contributes to planning and preparing activities, tools, and the associated resources and implements the action plan in conjunction with the support services and the technical unit.
- Ensure that activities are implemented and that resources are correctly allocated as authorized by the project manager.
- Ensure regular reporting of activities and contribute to the internal and external reporting as requested by the project manager.
- Contribute to identifying areas of the project in which adjustments are required and put forward adaptations to the project manager.
- Contribute to the drafting of amendment requests when asked by the project manager.
- Contribute to coordination with the local stakeholders and to monitoring the partnership relationship with the project partners.
- Ensure that project documents and information are properly archived.
- Lead the operationalization of the Inclusive Education project work plan and ensure timely implementation of activities in accordance with approved plans, budgets, technical standards, and donor requirements.
- Ensure that project implementation applies the twin-track approach, combining system-level disability inclusion with individualized and assessment-based support for children with disabilities.
- Guide the team on disability-inclusive education, Universal Design for Learning (UDL), inclusive pedagogy, reasonable accommodation, child participation, referral, and follow-up.
- Ensure quality implementation of technical assistance, coaching, mentoring, supportive supervision, and capacity-strengthening activities for implementing partners, volunteer teachers, Disability Support Volunteers, community structures, and other relevant stakeholders.
- Ensure effective identification, referral, assessment, support, and follow-up of children with disabilities, including children who are out of school, in coordination with relevant service providers and education actors.
- Oversee the provision of appropriate individualized support, including reasonable accommodation, assistive products, locally made educational/stimulation materials, and other support identified through assessment.
- Ensure the review, adaptation, validation, and dissemination of disability-inclusive education tools, teaching-learning resources, classroom observation tools, accessibility assessment tools, and monitoring resources.
- Ensure that project-supported inclusive education practices and tools are integrated into existing partner systems and education structures to promote institutionalization and sustainability.
Responsibility 2: Contribute to project monitoring, evaluation, accountability and learning
- Contribute to project monitoring, specifically activity progress indicators and the expected outcomes.
- Contribute to project evaluations at the request of the project manager and ensure that project evaluation recommendations are followed.
- Contribute to the setup and smooth running of accountability mechanisms.
- Contribute to project learning.
- Ensure regular monitoring of project progress against agreed results, indicators, targets, and work plan, including access, enrollment, referral, individualized support, inclusive pedagogical practices, partner capacity, and community engagement.
- Ensure that monitoring data are appropriately disaggregated by sex, age, disability/functional difficulty, location, and other relevant variables, in line with the project framework.
- Lead or facilitate joint monitoring, classroom observation, supportive supervision, and review of implementing partners and ensure follow-up of agreed action plans.
- Use monitoring findings, partner feedback, child/family feedback, and field observations to identify quality gaps and recommend corrective actions.
- Contribute to documentation of good practices, case studies, lessons learned, and evidence generated through project implementation.
- Assist in facilitating knowledge-sharing and learning events with partners, donors, Education Sector actors and other relevant stakeholders.
- Ensure that the appropriate data collection and management tools are in place and are used correctly on the project, in line with global standards.
- Collect and compile project-related data in the relevant database
Responsibility 4: Technical coordination, partnership and representation
- Maintain regular technical coordination with implementing partners, the Education Sector, Age and Disability Technical Working Group (ADTWG), relevant service providers and other humanitarian actors.
- Contribute to harmonization of disability-inclusive education approaches, tools, standards, referral pathways, and monitoring mechanisms across relevant education actors.
- Represent HI in relevant technical and coordination meetings, as delegated by the project manager.
- Develop and maintain constructive working relationships with implementing partners, education actors, community structures, government authorities, RRRC, and camp-in-charge offices.
- Provide technical input to coordination discussions, advocacy, program adaptation, and strategic decision-making related to disability-inclusive education.
- Communicate HI's technical position and project achievements to relevant stakeholders when required.
Responsibility 5: Capacity strengthening and institutionalization of inclusive education
- Lead the planning and implementation of capacity-strengthening initiatives for implementing partners, volunteer teachers, disability support volunteers, community education structures, disability focal points, parents/caregivers, and other relevant stakeholders.
- Ensure capacity development combines orientation, coaching, mentoring, supportive supervision, joint monitoring, peer learning, and follow-up rather than relying solely on stand-alone training.
- Support partners to develop and implement improvement action plans based on monitoring and technical assessment findings.
- Promote ownership and institutionalization of disability-inclusive education practices, tools, and monitoring mechanisms within existing education systems and partner structures.
- Monitor the application and sustainability of capacity-strengthening outcomes and identify areas requiring further technical assistance.
Mission 3: Emergency Preparedness and Response
- Contribute to the program's emergency preparedness initiatives, and in an emergency, adapt his/her working arrangements to contribute to an effective humanitarian response from HI.
- Contribute to contingency planning and business continuity measures to ensure continuity of inclusive education support during emergencies, access restrictions, natural disasters, and other disruptions.
- Ensure that emergency preparedness, evacuation, and alternative learning arrangements consider the specific accessibility and support needs of children with disabilities.
- Support adaptation of project activities and service delivery modalities in response to changing humanitarian, security, weather, and operational conditions.
- Ensure that Disaster Risk Reduction (DRR) and climate-resilience considerations are integrated into relevant teacher, community, and child-focused activities.
- Coordinate with education sector partners, implementing partners, and camp authorities to support continuity of inclusive education services during emergencies.
