Mission 1: Management (10%)
- The manager, as a role model, embodies HI's values on a daily basis.
- A manager as a coach for meaning understands the strategy, makes it explicit, translates it into operational objectives for his or her team, and leads the necessary changes. Gives meaning to each management action. Encourages inter- and intradepartmental exchanges of practice. Encourages innovation and risk-taking.
- Operational Manager: organizes the operational management of his or her team, structures the work around identified processes, steers performance, and facilitates the resolution of problems.
- The manager of 1st HR & Coach contributes to the development of his or her staff, creating the conditions for their commitment, professionalism, and attachment to HI. Ensures compliance with the code of conduct of institutional policies, the state of mind, and the expected individual and collective behavior.
Mission 2 : ICT Management
2.1 Defines the ICT section of the StratOp and directs its action plan
- Drives ICT strategy and operations through the active promotion of HI’s institutional policy and directives and the optimization of its resources.
- STRATOP: contributes towards the drafting, revision, and implementation of the Operational Strategy (StratOp) within his or her field of activity and geographical area and in line with objectives.
- RISKS: produces and updates the risk map for his or her area of responsibility and proposes and implements corrective mitigation measures.
- INCIDENTS: contributes to and follows up on incident reports for his or her area of responsibility.
- INDICATORS: produces, compiles, and analyzes the data in the ICT dashboard for his or her geographical area.
- REPRESENTATION: represents HI externally on ICT matters concerning his or her geographical area (e.g., forums, operational and strategic alliances); develops the local partnerships necessary for his or her fields of activity.
2.2 Deploys HI’s standards and contributes to its expertise and accountability within his or her remit
- STANDARDS: ensures compliance with and application of HI standards for his or her entire professional field regarding policy, processes, and tools.
- LOCAL ADAPTATION: adapts and contextualizes these standards to meet local conditions and regulations.
- INTERNAL CONTROL: Supervises internal control in his or her fields of activity.
- ACCOUNTABILITY: guarantees compliance with and the application of internal rules and the rules of institutional donors in his or her fields of activity.
2.3 Operational implementation of ICT
- Defines, implements, and manages the IT aspects of the mission (studies, resources, budgets, investments, risks...).
- Pilots all activities of the department.
- Serves as the IT focal point, in direct connection with Lyon’s CIO Office, and contributes to the ICT community of practice.
- Defines any relevant Service Level Agreements (SLAs) related to local IT infrastructure with the SMT (especially the maximum acceptable interruption duration RTO).
- Establishes the process for validating infrastructure parameter changes and rights grant requests and ensures its implementation.
- Oversees IT service providers.
- Project management: Coordinates with the Headquarters (CIO Office and functional departments) to determine if local needs have broader implications and if they have already been studied.
2.4 Facilitates the ICT profession’s development and contributes to the development of the ICT profession across the organisation
- Facilitates the development of the ICT profession in his or her geographical area.
- Contributes to the animation of the global organization's IT field (community of practice).
- Contributes to the development of a pool of local talent (holds technical interviews with the candidates and formulates recommendations; identifies training requirements).
Mission 3: Information Systems Security (10%)
3.1 Management
- Ensures compliance with the Information Systems Security Directive.
- Establishes the local Cybersecurity Awareness Plan.
- Provides the SMT with recommendations and alerts to the management in case of non-compliance or risks.
3.2 Operational implementation
- Executes the local Cybersecurity Awareness Plan and evaluates its impact.
- Serves as the focal point for the users for cybersecurity.
- Manages two phishing campaigns per year (in collaboration with HQ).
Mission 4: ICT Officer
- Upon need, acts as an ICT Officer on the perimeter and conditions defined in mission 1 (planning, dispatching of workload across the team).
4.1 ICT Support
Operational Implementation: Performs the initial installation of individual computer and/or telephone equipment (hardware and software); installs regular updates (OS, etc.); and ensures that the workstations are up to date.
Support to the users:
- Handles incidents on-site or remotely related to software workstations, and phones
- Conducts a preliminary analysis of incidents and resolves simple malfunctions
- Identifies and suggests possible preventive solutions.
- If the request falls within the Headquarters' scope (unallocated license issue, HIRA rights management, unfixable local Office365 account problem, etc.), it transfers it to the Headquarters and follows up on it.
- Assists in familiarizing users with installed equipment and software.
- Writes procedures and maintains a documentation repository.
- Asset Management: Manages the computer equipment connected to the network(s); maintains inventory records.
- Tracks the evolution of equipment and internal procedures related to the hardware lifecycle (loan, transfers, etc.).
4.2 Administration of IT Infrastructures
Standards and Expertise
- Validates the feasibility of deployments, installation, and integration of new tools and hardware into the infrastructure (firewalls, WIFI access points, routers, etc.).
- Ensures compliance with HI standards.
- Follows the process for validating parameter changes.
- Based on HI standards, provides recommendations for future developments in advance of budget preparation.
Operational Implementation
- Performs the initial installation of infrastructure equipment.
- Establishes and maintains means/procedures for monitoring infrastructure equipment.
- Creates the incident recovery plan document based on the “SLA” agreed upon with the management.
Operational Maintenance
- Maintains the IT infrastructure in operational condition.
- Updates the firmware of the infrastructure annually and in case of identified security vulnerabilities.
- Ensures infrastructure supervision and keeps logs up to date.
- Maintains the Infrastructure Equipment Configuration File up-to-date.
