Handicap International-Humanity & Inclusion (HI) has been working in Bangladesh since 1997, focusing on creating sustainable changes to ensure the rights and inclusion of people with disabilities in society.

HI is currently looking for a Senior Finance Officer for its “Finance Department.”

Under the supervision of the Country Finance Manager, the Senior Finance Officer generates donor financial reports to Handicap International standards, donors' requirements, and local accounting regulations. The role enables financial planning, daily finances, and partnership finances.

The Senior Finance Officer is responsible for supporting the finance teams, ensuring compliance with HI’s standards and local rules in the finance field, financial strategy and steering and operational financial management within his/her area of responsibility. 

The role ensures proper financial reporting, counsels partners, and provides reports within deadlines as stipulated. It also involves implementing financial tools, procedures, and standards as per Handicap International processes and optimal utilization of resources in partnerships.

Responsibilities:

Mission 1 : Strategy and steering 

  • Contributes towards the drafting, revision and implementation of the financial section of Operational Strategy (StratOp) within his or her area of responsibility area and in line with HI’s financial policies.
  • Oversees the breakdown of financial strategy into action plans and advises on financial issues.
  • Produces, compiles and analyses financial indicators and, if necessary, creates additional indicators.
  • Is in charge of the assessment, mitigation and treatment of financial risks and disputes. 
  • Reports on incidents and their treatment to his or her line manager and functional managers. 
  • Oversees HI external representation activities related to financial issues, takes part in inter-NGO working groups and ensures the development of partnerships in his or her geographical area.
  • Leads the financial capacity assessment of local partners and the resulting capacity building plans.

Mission 2 : Standards and expertise 

  • Oversees the deployment and monitors compliance with all of HI’s financial policies, processes and tools within his or her area of responsibility and, if necessary, develops specific financial tools overseen by his or her line and functional management. 
  • Directs and controls HI's compliance with the legal framework of the country or countries of intervention and monitors changes in standards and case law and in the practices of other stakeholders working in the finance field. 
  • Ensures the production and filing of financial documents ensuring the legality of HI's operations in the country or countries of intervention. 
  • Ensures compliance with the General Data Protection Regulation (GDPR). 
  • Ensures implementation of and compliance with procedure for archiving financial documents and the publication and updating of financial documents in the dedicated workspaces. 
  • Supervises internal control in his or her area of responsibility, as well as any necessary corrective actions.

Mission 3 : Operational implementation

Responsibility 1 : Ensures financial management

  • Support CFM to align financial operations with the HI strategy and make necessary adjustments.
  • Improve inter departmental teamwork, innovation, and problem-solving.
  • Assist CFM to oversee financial operations, ensuring accuracy and issues resolution.
  • Ensure correct archiving of finances and compliance.
  • Assist CFM to review internal controls and rectify any financial discrepancies.
  • Accommodate internal and external audits, including FD-7 compliance.
  • Assist CFM to ensure financial action plans and evaluate potential risks.

Responsibility 2 : Ensure budget management 

  • Assist budget holders in preparing and adjusting budgets.
  • Provide budget reports and training on financial tools.
  • Maintain resource allocation tables for staffing and logistics.
  • Ensure financial adjustments and cost modifications are updated in FIS.
  • Optimize resource utilization within HI’s financial framework.
  • Consolidate financial requirements for cash flows and maintain financial timing.
  • Respond to internal and external audit queries.
  • Enable budgeting and financial reporting to partners and consortium members.

Responsibility 3 : Donor funding & compliance management

  • Support CFM to write donor funding proposals and prepare multi-program submissions.
  • Maximize funding allocations to meet office and support expenses.
  • Align donor financial needs with HI policies.
  • Monitor spending, produce budgets, and predict adjustmentsand provide report to CFM on monthly basis
  • Prepare donor financial reports and maintain compliance with guidelines.
  • Process donor payment requests and alert delays to the CFM
  • Maintain donor contract details in HI’s accounting system (Navision and BFF).
  • Support and assist the CFM for preparing and submission of FD-7 and FD-6 documents for NGOAB compliance.
  • Respond to audit queries and archive donor financial reports properly.
  • Support CFM to execute and track HI’s financial complience and update financial data.
  • Ensure legal and financial reporting requirements are met.
  • Assist CFM to apply financial policies, tools, and processes within operations.
  • Maintain GDPR compliance and proper financial record-keeping.
  • Strengthen internal controls and apply corrective actions when needed.

Responsibility 4 : Enhancing partners' financial management

  • Evaluate partners' financial capabilities and support improvement programs.
  • Verify financial records as accurate and compliant before payment.
  • Support partners in creating budgets, adjustments, and financial planning.
  • Enable project managers to monitor partner budgets and financial exposure.
  • Keep financial system updates as a representation of cost changes for partnerships.
  • Assist partners to plan against financial calendar deadlines.
  • Enable timely release of funds to partners and field offices.       

Responsibility 5: Professional Development & Knowledge Sharing

  • Advance financial best practice and knowledge exchange within HI.
  • Enable professional development in the finance function.

Mission 4 : Profession facilitation 

  • Puts in place and monitors the elements of his or her profession that fall within his or her area of responsibility: dissemination, use and contribution to revisions of standards, monitoring of recommendations for the skills development of the teams, etc. 
  • Coordinates profession facilitation in his or her area of responsibility, fosters a team spirit and ensures the inclusion of all team members by encouraging regular contributions, especially through practice-sharing. 
  • Develops a pool of local talent. 

Mission 5: Emergency Preparedness & Response

  • Support HI’s emergency financial preparedness measures.
  • Adapt financial management approaches to support effective humanitarian responses.

Educational Requirements:

  • Bachelor’s degree in business administration, Business Studies, Commerce, Accounting, Finance, Economics, or any relevant discipline. Preferable – Master’s degree in a relevant field.
