Mission 1: Technical Leadership & Quality Assurance
- Provide technical leadership for inclusive education activities, ensuring alignment with UNICEF priorities, Education Sector guidance, HI technical frameworks, and relevant education-in-emergencies standards.
- Ensure consistent application of a twin-track approach to disability inclusion across education activities, including the Myanmar Curriculum, Early Childhood Education, and skills development, as applicable.
- Develop or adapt practical tools, guidelines, training content, and quality standards on inclusive pedagogy, Universal Design for Learning, individualized support, home-based education, accessible learning materials, reasonable accommodation, and referral pathways.
- Oversee the technical quality of child identification, learning and functional assessments, referrals, assistive products, and tailored education support in coordination with rehabilitation and other technical specialists.
- Plan and assure the quality of teacher professional development, classroom observation, coaching, mentoring, and capacity strengthening for UNICEF education partners, Disability Inclusion Officers, master trainers, teachers, and community volunteers.
Mission 2: Coordination, Partnership Management & Influence
- Build and maintain effective working relationships with UNICEF, its education partners, the Education Sector, relevant government and camp authorities, NGOs, organizations of persons with disabilities, and community structures.
- Coordinate technical and operational support to UNICEF education partners, with clear roles, workplans, follow-up mechanisms, performance expectations, and measures that strengthen ownership and sustainability.
- Represent HI in relevant education and technical forums, working groups, joint monitoring visits, and sector dialogues, and contribute evidence and practical recommendations to strengthen inclusive education.
- Promote meaningful community engagement and accountability with children, parents, and caregivers; religious and community leaders; and other stakeholders to address stigma, strengthen participation, and improve access to safe feedback channels.
Mission 3: Project Management, Compliance & Risk Management
- Lead project planning, implementation, monitoring, budget follow-up, procurement planning, staffing, risk management, and delivery against the approved results framework and workplan.
- Ensure timely, accurate, and analytical narrative and financial reporting, responses to UNICEF data requests, and escalation and reporting of incidents, challenges, and corrective actions.
- Ensure compliance with HI policies and UNICEF requirements, including HACT, child safeguarding, PSEA, Community Feedback and Response Mechanisms, Environmental and Social Safeguards, data protection, and age-gender-disability approaches.
- Lead adaptive management in response to changes in access, security, policy, seasonal conditions, partner capacity, and implementation progress while protecting programme quality and sustainability.
Mission 4: Monitoring, Evaluation, Accountability & Learning (MEAL)
- Work with the MEAL team to establish practical monitoring tools and disaggregated indicators for enrollment, attendance, participation, teacher practice, accessibility, home-based education, referrals, individualized plans, and partner capacity.
- Coordinate assessments, classroom observations, post-training follow-up, joint monitoring, partner performance reviews, and outcome-level data collection, ensuring data quality and timely use of findings.
- Ensure accessible and child-safe accountability mechanisms, including CFRM and community feedback processes, and ensure feedback is analyzed, acted upon, documented, and communicated back to communities.
- Document and disseminate learning, good practices, action research, case studies, and technical briefs, and use evidence with UNICEF, partners, and the Education Sector to improve implementation and inform future programming.
Mission 5: Team & HR Management
- Lead and mentor a multidisciplinary project team, including education, inclusion, rehabilitation, community engagement, and support functions, with clear roles, coordination arrangements, and accountability for results.
- Facilitate regular team planning, technical review, problem-solving, and learning sessions, and ensure effective collaboration across project, technical, MEAL, finance, logistics, HR, and operations teams.
- Ensure performance management, professional development, staff wellbeing, appropriate delegation, and adherence to safeguarding, PSEAH, and professional conduct requirements.
Mission 6: Strategic Development, Sustainability & Resource Mobilization
- Lead sustainability planning and support the institutionalization of inclusive education tools, capacities, referral pathways, and quality practices within UNICEF programs, education partners, the Education Sector, and community structures.
- Contribute to strategic reviews, programme positioning, learning products, and the development of concept notes and proposals for inclusive education and related funding opportunities.
