Job Context:

HI is looking for a Technical Officer-Inclusion for its “Support to NRC Consortium under the Resilience and Adaptation Fund (RAF)" project funded by FCDO_RAF.

Job Location: Ukhiya

Type of Contract: Fixed-Term

Duration of the Contract: 01 January 2026 to 31 March 2026.

Line Manager: Senior Project Manager/Project Manager

Under the responsibility of the Senior Project Manager/Project Manager, the Technical Officer—Inclusion contributes to the implementation of Humanity & Inclusion's mandate and 10-year strategy in his or her home country. He/she contributes to the implementation of projects by providing technical expertise and ensuring that the quality and impact of the project(s) concerned are optimized. He works closely with the programme's technical team.

Responsibilities:

Mission 1: Provides guidance and technical support to projects following the overall technical frameworks and standards within its sectoral perimeter

a. Provides appropriate technical guidance and support to project managers and specialists

b. Ensures that the project(s) activities are implemented according to internal quality and technical standards and proposes adjustments or improvements if necessary.

c. Adapts project documentation as required following global technical norms and standards

d. Contributes to the regular reporting of the technical activities of its perimeter (collection and analysis of the technical data collected) in conjunction with the project team and the MEAL team.

e. If relevant, ensures coordination and collaboration with the project's technical partners as delegated by the specialist or the project leader.

f. Propose Research & Studies Topics

g. Supervise data collection for research activities

Mission 2: Provide technical learning from projects

2.1 Provides the technical expertise for his/her project

a. Ensures that the activities implemented comply with international technical norms and standards

b. Adapts the project documentation to international technical norms and standards, when necessary

c. Makes sure global and field technical specialists get the information they require and collaborates with Technical Divisions when necessary

d. Collects the elements necessary for capitalization or scientific documentation exercises

e. Contributes to technical learning under the responsibility of the specialist or project manager, based on good practice

f. Responsible for technical learning from projects by drawing on lessons learned and good practices

g. Adjusts his/her activities to audit recommendations, if applicable

h. Is in charge of the technical quality and relevance of project activities implemented

i. Appropriates the norms and standards anticipates and prepares for nexus adjustments

j. Proposes research & Studies Topics

k. Supervise data collection for research activities

l. Contributes to the terms of reference for evaluations

m. Implements recommendations for improving the technical quality of projects

n. Ensure the technical quality and relevance of project activities implemented within his scope of expertise conduct a self-evaluation of his or her project and participate in evaluation cycles under the supervision of the PM

Mission 3: Contributes to the animation of its trade sector.

a. Contributes to recruitment

b. Contributes to or leads the necessary technical training in his or her field

c. Contributes to the skills upgrading plan for professionals in their sector and may be a third-party assessor

d. Can contribute to the development of a local talent pool within its sectoral perimeter (conducts technical interviews of candidates and makes recommendations, identifies training needs and coaching)

e. Helps to coordinate technical professional development and facilitate a community of practice, in collaboration with Technical Division. Runs technical training for his/her staff when relevant

f. Contributes to the design and collection of operational data to ensure adequate follow-up of the activities or ad-hoc data collection activities, and ensure appropriate measurement of project achievement in his area of expertise.

g. Ensure that the data process is set and realized in compliance with the rules and principles set by the IM/MEAL and by technical guidance of the sector of his expertise

Mission 4: Contributes to ensuring HI's technical influence within its perimeter

a. Contributes to the influence of HI's expertise: can represent HI's technical expertise in relevant local networks and with regional partners

b. If relevant, ensure coordination and collaboration with the project's technical partners as delegated by the specialist or the project leader.

c. Contributes to HI’s external influence by participating in relevant networks

d. Relays and contributes to advocacy messages under her/his scope

e. Drafts new project contents for the continuity or expansion of the project under his or her technical scope

f. Contributes to the drafting of new proposals for new opportunities under his / her technical scope

Mission 5: Emergency Preparedness and Response Responsibilities

• Contributes to the support or the implementation of the program(s) emergency preparedness actions and, during an emergency, adapts his/her work modality to contribute to HI’s effective humanitarian response.

Educational Requirements:

  • Bachelor's Degree in (OT/PT/P&O, SLT). Preferable – Master's Degree in MPH, Disability Studies, and Development Studies or in a relevant discipline. Kindly refrain from applying if you do not meet the academic qualifications specified in the job advertisement.

  • At least 4 years of technical experience working on the same thematic, preferably in a development and humanitarian context.
  • Experience in advising on the inclusion of at-risk groups, namely persons with disabilities, women, children, and older people; engaging with cluster coordination systems; and working with partners to implement health, livelihood, protection, and education programmes 
  • Experience in team management, functional management, etc. 
  • Working and/or living experience with persons with disabilities and strong knowledge of disability, inclusion, and development issues in Bangladesh 
  • Demonstrable experience conducting assessments and undertaking data collection. Significant expertise in facilitating awareness-raising and advocacy 
  • Strong experience in capacity building, preferably in the field of disability 
  • Computer knowledge (MS Office package, both in English and Bangla) 
  • Excellent communication skills in both verbal and written Bangla and English 
  • Have the capacity to maintain close and professional working relationships with beneficiaries, partners, and other stakeholders. 
  • Proven analytical and planning skills 
  • Ability to work under pressure and in a multicultural team environment 
  • Availability to travel to remote areas and spend time at the field level 
  • Ability to work both independently and within a team
