Job Context:

HI is looking for a Senior Partnership Officer for its Ensuring Essential Rehabilitation and Psychosocial Support for the Most Vulnerable in Cox’s Bazar” project funded by Swiss Fund with Handicap International—Humanity & Inclusion.

Job Location: Ukhiya

Type of Contract: Fixed-Term

Duration of the Contract: 01 December 2025 to 30 April 2026.

Line Manager: Senior Project Manager

Reporting to the Senior Project Manager, the Senior Partnership Officer contributes to the implementation of the mandate and the 10-year strategy of Humanity & Inclusion in the country where s/he is based. The position contributes to the implementation of the project through operational partnership by ensuring the optimal quality and the impact of the project through necessary coordination and cooperation at internal and external levels.

Responsibilities:

Mission 1: Operational implementation

Responsibility 1: Contribute to Implementation and operational monitoring of partner’s activities

  • Maintain regular communication and coordination with partners’ focal points and support to develop project planning and its smooth operationalization.
  • Through regular planned and ad hoc field visits, monitor the implementation of the local partners’ activities in compliance with the project proposal.
  • Prepare field visit reports highlighting partners’ achievements, challenges, accountability towards the targeted population, and compliance with the project proposal.
  • Support to the development of monitoring tools (including satisfaction surveys, pre- and post-tests, and any other relevant tools) to follow up on the progress of the implementation.
  • Develop an in-depth knowledge of the partner organization, including their profile, geographic reach and capacity, and its regular update. 
  • Keep track of all deliverables due from partners and make sure that they are received in time to keep in line with the project implementation plan
  • Follow up on the financial implications of the partner periodically.

Responsibility 2: Coordinate and ensure operational and organizational capacity development of partner

  • Contribute to develop project-specific templates and tools for partners
  • With guidance from the Project Manager, provide support to partners with assessments, budgeting, objective-setting, and planning of activities
  • Ensure the partner’s presence in different project-related workshops, trainings, seminars, and meetings arranged by HI and relevant stakeholders implementing activities.
  • Contribute to the preparation of the partner training plan for the designed period and accordingly ensure proper implementation by them.

Responsibility 3: Internal and external coordination and representation

  • Ensure effective cooperation, coordination, and representation of the project with local stakeholders in working areas. 
  • Support the Partner to build good rapport with local authority and stakeholders to implement activity.
  • Ensure to provide necessary guidance and technical assistance from HI to partners throughout project implementation. 

Responsibility 4: Reporting and Compliance

  • Ensure by partner the project-related compliance (such as staff recruitment/deployment, procurement, budget, and admin, etc.) issues related to the partner’s end.
  • Facilitate the flow of information from the partner, both qualitative and quantitative in nature.
  • Make sure that the terms of the partnership laid down in the annexes to the MOU and scope of partnerships (SOPs) are complied with.
  • Ensure support and guidance to partner on the administrative procedures relevant to HR, logistics, and financial management  in compliance with HI, government, and donor policies.
  • Ensure the rolling out of safeguarding policies of HI through partners in practice.
  • Ensure and review the report from the partner required for HI, the government, and the donor.

Responsibility 5: Contribute to project monitoring, evaluation, accountability, and learning from aspects of the partner’s responsibilities.

  • Contribute to project monitoring, specifically activity progress indicators and the expected outcomes of the partner.
  • Contribute and take part in monthly and quarterly project review meetings and BFU meetings of partners.
  • Contribute to project evaluations and ensure that project evaluation recommendations are followed by the partner.
  • Contribute to the setup and smooth running of accountability mechanisms of the partner.
  • Contribute to the project learning of the partner.
  • In coordination with the MEAL officer, check partners’ reporting and triangulate project documentation to monitor project progress

Responsibility 6: Ensure project data management

  • Ensure that the appropriate data collection and management tools are in place and are used correctly on the project for partner, in line with global standards in conjunction with MEAL unit and Project Manager 
  • Ensure collection and compilation of all needed project-related data of the partner in the relevant database.

Mission 2: Emergency Preparedness and Response

  • Contribute to the Programme’s emergency preparedness initiatives of the partner, and in an emergency situation, adapt his/her working arrangements in order to contribute to an effective humanitarian response from HI.

Educational Requirements:

  • A Master’s degree in Social Science, Social Welfare, Sociology, Development Studies, or any relevant areas of Humanitarian and Development disciplines. Kindly refrain from applying if you do not meet the academic qualifications specified in the job advertisement.

  • Age Minimum 18 years

  • Related education background with Minimum five (5) years of experience in supporting project management and partnership management. previous experience working with disability-focused organizations is an advantage. 
  • Experience working in multisector humanitarian projects such as Protection and MHPSS.
  • Experience in Project Cycle Management including budget
  • Experience in Cox's Bazar context and Rohingya camp settings
  • Proficient in Emergency Preparedness and Response skills
  • Good knowledge and working experience on major risks (safeguarding, fraud & corruption, security, and major financial risks)
  • Knowledge of the technical issues concerning his/her service sector 
  • Fluent in English and Bangla (reading and writing) 
  • Being capable of helping team members to progress: developing partner’s staff’s ability to work autonomously
  • Solution-oriented and proactive to solve challenges.
  • Knowing how to simplify and prioritize
  • Producing institutional communication written in the country’s working language 
  • Producing clear, concise, and responsible communication suited to the interlocutor (adult or child); adapting communication and messages to an intercultural environment
